Blacklisted queues show up in foreign keys of GlueCluster

Description

If you blacklist a PBS queue, it no longer is advertised as a GlueCE. However, its GlueCE foreign key shows up on a GlueCluster? entry; i.e. 

GlueForeignKey: GlueCEUniqueID=red.unl.edu:2119/jobmanager-pbs-rosetta

Make sure that the GlueCluster? respects the queue-exclude listings.

This does not adversely affect interop or ReSS, I believe.

This is fixed in the GIP 1.2; this is now covered by the foreign key reference checker which Tony has put together.
