Installed ROOT version 5.16.00 in /mnt/nfs04/opt/root_exe

I installed the latest production version of ROOT (5.16.00 for AMD64 and gcc 3.4) in /mnt/nfs04/opt/root_exe. This is so that we can run standalone root jobs on both red and t3.
